Valery Yakovlev summarized the work of the Israeli branch of the Academy of Social Technologies: ethics- technology is the practical ethics of the modern world.

In January 2020 (Beersheba, Israel), the head of the Israeli branch of the Academy of Social Technologies (AST IO) Yakovlev V.P. discussed the results of 2019, and the Academy and the Israeli branch's mission for 2020.

Ethics - technology - the practical ethics of the modern world

Such an important regulator of human behavior as the fear of God (recompense for the harm done to oneselves and others) has stopped working, as numerous wars and continuous criminal events in all regions of the world prove. People hurt each other everywhere and in every way. At the same time they do not want to hurt each other if it allows them to survive.

The fear of others is still relevant to human beings. They ( the others) are a reality that can not only discuss and judge. It can provide recompense for the harm caused to others. To make this recompense a deterrent, educational factor, our researchers (members of the Israeli branch of AST, professors and lecturers of institutions AST) have developed ethical technology.

Ethical system is the foundation of all cultures on our planet Earth. Therefore ethics technology provides a peaceful coexistence of different cultures.

Protagoras, the Greek philosopher, said that man is the measure of all things. That is the essence of humanism. We introduce discursive-evaluative measure of all things, of people, their actions and events. In order to overcome all the challenges and threats of the XXI century, the world community needed discursive humanism .

The basis of human cultures and peaceful coexistence is a discursive ethics . To achieve progress is to improve social relations and to reduce social parasitism dramatically. This is the only way to preserve our own species Homo sapiens.

The man is not biologically capable of loving all his like-minded brothers due to intraspecific aggression. With ethics-technology we replace the fiction of universal love for a minimum maximum - no harm, which is the global ecological principle (GEP - not to harm nature, others and myself), followed by the global moral and ethical principle (GMP – you need to behave in a way that do not harm nature, others and yourself). That means, if you love - do no harm, if you cannot love - do no harm.

Men due to biological reasons are not even able to forgive.

Forgivenessdemands wisdom.

Therefore, a person can only be forced not to hurt anyone by imaging mass appraisal of his injury.

The globalization of love in the discoursive ethics is replaced by visualization of the global ecological principle (GEP – no harm), followed by the global moral, ethical principle (your behaviour must not hurt yourself (Y1), neighbors (N2), habitat (H3)) .

Simplistically, you can imagine love at one end of human relations, and hate as an intraspecific aggression at the other. These are the two poles of a magnet of human relations. Love at one end, self-hate, hate to neighbors and habitat at the other.

On the one hand human relations magnet - love as a social instinct, on the other – hate as an intraspecific aggression.

Why?

Because the "do no harm" principle is the oldest phobic instinct. A man is used to avoid damage. This leads to the fact that people quite accurately assesses the damage and the threat of a potential harm. Searching good, better habitat is the later instinct.

Social injustice, lack of freedom and poverty cause human aggression. The suppression of the aggression in a human is a humiliation.

Humiliation is hatred of the rich. This hatred is imbued with envy.

Civil society based on the principle of hatred  is the beginnings of a civil society based on no-harm principle.

Man feel not free but imprisoned. It arises as a reaction to the change in the human condition that limits his usual way of life. What used to be possible becomes impossible. Often this is due to the deteriorating financial position. The changes are seen as information. The information itself is a signal of changes ofthe system, and only after receiving information a living system reacts to it.

Lack of freedom and social injustice is the imposition of restrictions on human behavior. Today, for example, a rising price is perceived as a lack of freedom and social injustice, since there are no such restrictions for social parasites. Why scammer can buy what he wants, and we cannot?

We live in a world created by science and technology and the ethical regulators of this highly complicated rizomorphy environment remain old. They are based on medieval scholasticism, the commandments, and do not ensure the prevention of a man's inhumanity to a man. We see the salvation in the broadest implementation of automated systems (discursive-evaluative social networks) based on the new practical ethics (the ethics of discourse).

Practical Ethics , discoursive ethics are  based on evolutionary theory, humanistic ethics, theoretical biology, cybernetics, research and discourse analysis rizomorfnom.

The basis of ethics-technology are discursively appraisal regulators of behavior that are based on discursive evaluation method.

Discursively evaluative regulators of human behavior  + free market model - that's  the way out of the violent and bloody dead end of human civilization.

Discursive and ethical regulators softly restrict the activities of socio-parasitic entities, strengthening global confidence; they predict, which means a possibility to pre-cut harmful social subject of the decision. Also, it will allow immoral civilizations  that exist on the planet today, to choose a moral way of life (not to harm themselves (Y1), neighbors (N2), the environment (H3)), to avoid social catastrophes.

Discursively evaluative regulators allow to closely monitor the "invisible hand of the market" due to the visualization of harm that makes the social parasites, it's abusers, visible.

Today, such words as "objectively", "this is an objective process" are often heard. Hypocritical objectivism is obviously impossible.

Discursive evaluation of harm - that's the best thing today

Discursive evaluation of harm is that the Israeli branch of AST and institutes around the world offer.

Discursively evaluative regulators of behavior - this is a compromise that allows you to keep the technological achievements of modern civilization and high culture.

Discursively evaluative regulators - natural improvers of human nature. Our theorists of both capitalism and socialism, are not able to educate the masses. And most importantly, do not know why thay need to do it.

Discursive evaluative social networks - a modern ethical regulators of the world's living population. We do not know where we're going. The ultimate goal is nothing, and movement is everything. In the process of this movement moral norms must be respected: one must stick to global ecological principle (not to harm nature, others and yourself). In this case, there will be a sustainable development, the ultimate goal of which will never be understood by mankind.

In a society the lack of justice is preserved. Each person feels an unfair attitude. Deficiency of justice and inequality lead to social disasters and personal tragedies, physical and mental illness, criminality, armed conflicts. Any disruption in the relationship of people is associated with injustice.

As Chigiri V.A. noted,  the restoration of sustainable development is carried out by balancing justice.

A balanced model of justice is based on discursive evaluative method (DEM). DEM is a scientific and practical basis of modeling a balanced social justice.

Balanced social justice is a service that can carry out the separation of Israel and the institutions of AST in their areas of activity.

The imbalance of justice is the path to social, group and personal accident. For the prevention of such disasters there must be a balanced social justice in social and corporate conflicts.

Over 2019 researchers and institutions of the Israeli branch of AST developed formulas and models of balanced social justice. These models have been tested while maintaining the balance (restorative justice) in customer-specific services. Positive results were obtained. Members of the Israeli branch of the researchers and institutions AST can confidently continue experiments in 2020 in private practice to ensure the balance of justice for the persons concerned.

The mission of the Israeli branch of AST in 2020 is to declare 2020 the international year of eco-friendly behavior and eco-management.

Social and environmental issues are the issues addressed by the mission of the Israeli branch of AST directed.

We see the importance of the international development of behavior ecology of culture and control environment, consisting in the implementation of the global environmental imperative (do no harm).

Activities of the Israeli branch of AST researchers focused on theoretical and practical application of scientific achievements AST institutions, fostering a culture of eco-friendly behavior and eco-management.

On the research fields of the Israeli branch of AST updated practical materials on the implementation of environmental concepts in the social sphere: the eco-behavior, eco-management, eco-medicine, eco-psychology, psychiatry eco, eco-economics and so on.

Ecology is not just a buzzword used in recent years in the context of inter-industry. The value and significance of the words (concepts) define people. And a global, planetary scale prefix ECO becomes a regulatory marker which people need, on which activelly react.

Hence, there is an interest in forming certain cultural code, which contains the ecological behavioral imperative : do not harm neighbors (N2) do not harm habitat (H2); do not harm me (Y1), developed by the scientific school of Chigirev V.A. and Yunatskevich P.I.

Chigirev V.A.

Ecological behavioral imperative reflects moral rule "Non-Harm": do not harm yourself (Y1), neighbors (N2), habitat (H3) or thought, word or matter; builds for itself (Y1), neighbors (N2), environment (H3) by neither words nor actions. The research carried out by Chigirev V.A. and Yunatskevich P.I. showed that for every human for its normal operation (in the biological, physical, somatic, psychic, social relations) the essential thing is not to harm others (N2). This is an essential task of modern human culture - to make sure that human  behavior is aligned to environmental behavior imperative.

Ecological behavioral imperative is provided by running "interlocking technology", developed by Chigirev V.A. and Yunatskevich P.I.,  in the social practice which was called discursive evaluative method (DEM).

DEM is based on the creation of information and communication networks, information hubs that focus attention on socially important issues. Around these issues there is a dialogue.

Yunatskevich P.I.

Blocking technology allows to regulate the introduction of new technologies. It can help launch, distribute them, or discontinue their use. It differs from the closing of technology and disruptive innovation, as it allows to regulate technology (approval or prohibition), which owners create a style of behavior in society (for example, the style of the pleasure of consumption, parasitic and irresponsible behavior, dehumanization of people's attitudes), from ethical positions (not harmful for the people). In the cultural sphere the blocking technology may prohibit the dissemination of propaganda of countercultural behavior codes - social parasitism, cowardice, civic passivity, universal and mutual distrust, criminal attitudes and installation, "bestial attitude to the people," unwillingness to work and to take responsibility and others.

Closing technology is an innovative category that, as proved by its introduction, reduces the need for resources, including human resources. At the same time closing technology leads to a curtailment of certain professions or industries without the appearance of comparable needs in areas of resources. If we talk about the substitution of new technologies (industries and market niches) become unnecessary due to the loss of relevance of the old, this is the case of a disruptive innovation.

Disruptive Innovation "  stands for innovations that change the values of the ratio on the market. In this case, the old products become uncompetitive simply because the parameters, on the basis of which competition was carried out before, lose their meaning.

Eco-behavior (behavioral ecology) - it is a human behavior that eliminates harm to environment, other people and yourself.

Eco-management (environmental management) is the management of human activities that exclude harm to environment, other people and yourself. Eco-behavior and eco-management support sustainable development and safety of the environment, human, society and the state.

Members of the Israeli branch of AST will organize seminars and lessons on eco-behavior, eco-management, to improve the ecology of social relations, explaining the provisions of the Declaration of an open civil society. A measurment of the levels of environmental attitudes and behavior will be carried out. New sub-ecological database of the environment and social and interpersonal relationships will begin to form.

The measure of the truth

The measure of "the truth" in the discursive evaluative method is an environmental behavior imperative . That is why the approach proposed by Chigirev V.A. and Yunatskevich P.I. is designed to correct many disadvantages of modern culture, which appeared as a result of innate instinctive programs. Those in their turn lead to multiple forms of instinctively harmful behavior.

For the happiness of the people we need other people and deep, sincere relationships between them. This is the essence of environmental relations. This relationships are the basis for keeping an environment and nation in every region of the world safe.
